It sounds like a carberator problem to me. Maybe a possibly clogged jet or a simple adjustment. Also have you checked for a fouled prop?? It doesn't take much growth to limit the performance of the boat when under power and the symptoms could make it seem like reduced RPMS. Good Luck!!!
