I may be mistaken but I believe with the t-stat out most of the water is bypassing the engine. Also the temp sender is at the t-stat housing sensing water coming from the bypass hose the engine may be alot hotter than you think. I would put a restricter of some sort in the hose from the side plate to the t-stat housing to force more water through the engine.
