Steam & Fuel in Exhaust

The Story So Far,

Tried to fire up my A4 for the first time in a couple of months so far without much success. When it does run I have to either use plenty of choke or have the throttle set at about 50%, the engine runs hesitantly with clouds of steam from the exhaust and a trail of fuel in the water behind the boat.

Initially I suspected water (condensation from the tank) in the fuel and changed the water/fuel filter and ran off all the fuel in the reservoir, but there was no change. Next I changed the plugs, again no change. I’ve checked the oil and its clear without any sign of water or fuel.

I’m now beginning to think its either a blown head gasket or cracked head. Before I strip it down I would like to know if anyone has any other suggestions.
