Possibly stuck float or needle and seat from particles broken loose during changing of fuel filter and carb removal, not uncommon. This condition will allow gas to overflow bowl therefore collecting in carb throat till it reaches choke baffle and escapes along pin hole. Tapping top of bowl of carb might seat valve till flooding stops, try it several times if problem presist then you've got no choice but to clean out the trash.Remember if the throat is full of gas even after you get the valve seated it might leak down for a little while. Hopefully the trash will settle to the bottom of the bowl and remain there.
