I eventually gave up and hired a marine mechanic to look at the problem. They remachined the water pump because of the wear from years of use. They also replaced the seals because they were worn. Both issues allowed air to enter the system thereby decreasing the head pressure in the system.

It cost me $350 Cdn for the work, but it was well worth it.
