Larry,

It sounds like you understand the oil pressure adjustment. Without having a stripped block on hand to look at I would guess that the plug was used to close a passage that had to be there for machining or casting purposes but which would allow oil to bypass the pressure adjusing system. I would bet plugging the passage works but keep a close eye on the oil pressure when you start up.
