In addition to the other suggestions, clogged idle passages in the carburator will prevent idle. My engine wouldn't idle when I first bought my boat. Took the carb off and disasembled it, soaked the parts in a chemical tank, and reassembled it with a new rebuild kit. The engine still wouldn't idle. Took the the carb off a second time, repeated the previous steps, but also took a wire and worked it through the idle passage-ways as best as possible. After installing it back onto the A-4, it has worked perfectly since 1996.
