If it's not the ignition, then I would check the carburettor. The A4 carb has 2 seperate jets for idling and cruising speeds. You may want to disassemble your carb and clean it, including the jets...
It's an hour of work at the maximum.
If you do that, you may have to re-tune your carb. Don Moyer's engine manuel explains how to do this!
