According to the Atomic 4 Manual:

"With the bowl cover assembly in an inverted position, viewed from free end of float, the float bodies must be centered and at right angles to the machine surface. The float setting is measured from the machine surface (no gasket) of cover to top side of flat bodies at highest point."

Which in english means...flip the bowl cover assembly upside down. Make sure the float is properly centered. The distance from the machined surface of the bowl cover to the top of the float body should be 1-5/32" plus or minus 3/64". If you need to adjust the height, use long nose pliers and bend the lever close to the float body.
