I'd say it is sucking air somwhere. Any chance fittings have been cross-threaded? Or maybe they need thread sealer? If the separator/filter is anything like the one on my boat, the gasket that goes into a groove on the cover and the bell of the filter cannister itself are a hassle to line up.
