Running too Cool

I have a reverso engine temp problem. I can barely get the engine to reach 130 degrees in warm weather and barely 120 in cooler weather. 1975 atomic 4, thermostat tests fine (140 degree), raw water cooled, new Moyer gauges/sensor and a valve (open all the time) on the water bypass hose. The engine runs very well and has been very reliable the last 2 years (100 hours) since I added a filter/water separator. Any idea on why the temp is so low or remedies?
