Dear Josh: At full throttle you just about don't need a carb, dirty carbs always give more problems at idle none at wide open, my guess is you mileage is also better at full throttle. New carb available from Moyers, half cost is kit if your up to rebuilding it yourself, old fuel tanks accumilate dirt from rust and fuel storage tanks at dock,A4 carb is an extremely simple but dependable and good system, instructions come with kit, includes pictures for those that hate to read. You can do it, I've got confidence in you.
