Except for the gas consumption, the symptoms you mention sound like a fouled carburator. There is an idle jet for low speed and a main jet for high speed but there are some small drilled holes that could be plugged even if the carb was cleaned. They can be opened up with a thin wire and some carb cleaner spray. They seem to deliver fuel in the crossover range between idle and the higher speed when the main jet starts to work. When plugged you get the rough idle and a tendency to stall out or hesitate when you try to speed up.

I don't know how this would relate to the bad fuel consumption though, unless you have gotten the other adjustmets way out trying to correct the problem. You should be burning more like 1 gal/hr.
