I am working with a fellow now with the same problem. Checking the valves is definetly a place to start. The engine is geared 1 to 1 in foward. in reverse it is reduced. What does it do in reverse? If everything is checked and no other problems, compression, ignition, fuel, I would lean toward being over propped. A lot of them are. You should be doing 2000-2200 rpm in foward. You are getting more horsepower at this rpm and you need a smaller prop to get the rpm. kinda a catch 22. The engine is rated at 30 at about 3000 rpm and about 14 if I recal at 1400.
