I had a similar problem and had to be very careful placing the anti siphon valve at a height where it wouldn't siphon when heeled. For me this was immediately under the deck level... much higher than you would expect, but actually where the instructions said it should be.
You did not say how high the anti siphon valve on your boat was.
Also, how do you know the anti siphon valve isn't blocked, or stuck closed?
