I have experienced something like this when some of the passages in the carburator were plugged. I think it has to do with some passages that allow fuel flow when transitioning between the main and idle jets. It seems like it runs on the idle jet and then switches abruptly to the main jet. As you say it is most noticeable at lower speeds, but above idle, and also at no load. Enough throttle, either for speed or load,gets beyond this spot. That is my theory at least. In my case the solution was to take the carburator apart (again) and this time carefully clean out all the little drilled passages with a fine wire. Been fine for 2 years now.
