Gotta be the carb

Don't know why it doesn't get to the plugs, especially if it's a new carb... But still, if there's fuel at the carb, it's got to be the carb why the fuel doesn't go any further.

With a new carb the float in the fuel bowl should already be set. But if the float setting is wrong you won't get any fuel through the jets. (By the way,make sure the jets are not plugged by blowing, or poking a small copper wire strand through them.)

I don't know an easy way to set the float height other than trial and error, and blowing through the fuel lines, maybe someone else does. But, the float has a little needle valve and gasket that it pushes up and down. The needle may be stuck closed, or the float may be holding it closed, or the float may be adjusted such that a small amount of fuel in the bowl closes the valve so early that the carb venturi can't suck it out. I don't know...

But to me it sure sounds like you've got to mess with the carb.
