Sounds to me like the exhaust system
may be the culprit.
you said if you cranked the engine too long
the carb filled with water.
is the cooling water the engine is pumping
while the engine is cranking but not starting,
backing up into the engine?
I think you may be removing the head
for the wrong reason.
did you run a compression check ?
