Something doesn't sound right about it being a fuel problem. I'm assuming that by saying the engine running noise was getting louder, that the RPM's were increasing when you opened up the throttle.
If the RPM's increase and the boat doesn't go any faster it's got to be the transmission. Unfortunately, I've never had to do too much work on the transmission except make sure that the linkage fully engages in both forward and reverse.
If your boat has been sitting around for a long time, are you sure your prop shaft is free? I've had a similar problem when I accidentally wrapped a dock line around the prop shaft. It made the transmission slip a lot. SImilarly, I understand that some engine oils can make your transmission slip, although I've never had that problem.
