It doesn't sound like a fuel problem. I would expect the engine to start hard, run rough and/or stall. Prior to rebuild my engine was very low on power and would also drive the boat only very slowly, but I could not get the engine to speed up. Much like going up a hill in an underpowered car.
The A-4 should have far more power than needed for your Catalina 27. It is possible that before the rebuild it could not produce engough power to cause the reversing gear to slip, but now it does have enough.
