After 3 mechanics, an engine rebuild, and a new engine, we think we found the original problem. The gas was very old (at least 2 years) and had water in it. After pumping out the gas and water, pouring new gas into the tank, and installing a water-gas separator, the engine starts fine every time. Sigh, that was a very expensive lesson.
