Atomic 4 vs Stevedore

I have a 38 foot C&C. The boat was built in Canada in 1976. I have been fighting with the inability to get the engine to run over 2300 rpms under load. In neurtal it will go to 3000 rpms. It has a 15x8 Campbell prop. Which may be too big. The original prop was a 15 inch Martex. The engine labeling is hard to read, but I think it says Atomic Stevedore. Is this possible? How could I tell for sure? If it is a Stevedore, will taking the intake manifold restrictor out increase the rpms/hp. I have replaced the carb. The replacement was for a Atomic 4 so the main jets should be the right size for a A4.
