It sounds like you are doing the right things. If it works you should have a good engine. You may have to face an overhaul, but you might be lucky enough to be able to avoid paying for too many new parts. I suggest that you check in with Don Moyer at moyermarine.com. He has an advice section (under 'guest log') and gives good advice. He may well have a couple of other suggestions besides the MMO treatment.

I doubt that you really need a new carb. An overhaul (you can do it yourself) of the old one may be enough. It is good to know how to do it anyway.

The neutral adjustment is easy. Get a copy of Don Moyers manual. The instructions are very clear. You can find parts of it in his guest log section, but it is worth the expense for basic A4 knowledge. Note that the neutral position does not have a positive detent. You have to have it built into the shift mechanism or just put the lever in the right position. However, you can adjust the amount of "dead" travel between forward and reverse. Note that you can feel the transmission detent coming out of forward, but not from reverse.
