stripped threads in block

I removed my atomic-4 head studs 10 years ago in preparation for a valve job. Instead of replacing the studs, I re-tapped the threads in the block using a 3/8 - 16 tap and replaced the head using 3/8 - 16 bolts.

I recently removed the head again for a valve job. I re-tapped the threads in the block the same as before and replaced the old bolts with new bolts.

My problem now is that some of the head bolts will not torque to 35 lbs.

Below is a map of the torque amounts in the three rows of head bolts. The front of the block is on the left.

Is there a solution that does not require removal of the head. For example re-tapping slightly larger and using slightly larger bolts or filling hole with JB Weld, re-drill and re-tap?
