Jon is correct.

In additon to checking spark plugs, points, timing, etc., also make sure that your choke is fully disengaging. You do this by removing the flame arrestor on the carburetor and checking that the choke plate is in a completely horizontal position when disengaged.

Another thought, make sure that the ignition timing advance system is working. This is a simple test, remove the distributor cap and rotate the rotor by hand clockwise (if memory serves me) and release it...it should snap back.

If not, remove the distributor, and clean and lubricate (with a light oil) the timing advance mechanism and springs. The mechanism is located under the breaker points plate. This sounds a little complicated but, it's not.
