It could be a plugged main jet. If it has power under load when choked, it is running too lean and that is likely the result of dirt in the main jet.
It could also be malfunctioning advance weights in the distributor. Check at the bottom of the inside of the distributor to make sure these weights are expanding freely.
It could also be missing. Have you checked to see if all plugs are firing and there aren't any stuck valves?
