Yes, thanks to John and Craig's input. It was the oil plug that caused the problem.
After taking the oil pan off and installing the plug that was missed during the overhaul, the engine now has 40-50 lbs of pressure. Hooray!
Note that the missing plug was the one inboard of the oil pressure adjuster.
