Ater all the usual starting procedures:
Is it getting fuel?, etc -
Check that the anti-syphon valve is working... [replace it] no point filling it back up with sea water via the exhaust manifold.

Change the oil after running a few minutes;... change it five times more.

Milky oil is a sign of water in the oil; it will require at least five oil changes to get it all out ( the difference in engine smoothnes will tell you of success).

It the water remains milky (and you checked the anti syphon valve) then the head maybe cracked.

ps. a new carb costs about 150 US; to pay someone to rebuild an old carb about 600. buy a new carb, will make starting alot easier...

pps. if there was or continues to be water in the cylinders you will likely destroy alot of plugs ( sparks plugs do not take kindly to being compressed with water) so before you redo the ignition more than once, make sure you have good plugs and are not destroying them with water in the cylinders.
